I'm not sure, but I think she meant that whether you order 25.01 or 74.99, the shipping is the same. If you order a higher amout up to 75.00, the shipping isn't free, but it isn't costing you any extra, making it a better buy that just going over the 25.00 mark and getting bumped into the next price catagory.
